Transformation Plan To Allow Closing Some Post Offices
Part of the old Postal Reform Bill of 1971 includes a ban on closing Post Offices for economic reasons. That will soon change if the Government Accounting Office accepts the new USPS Transformation Plan. The transformation plan, which would re-classify the USPS as a "Commercial Government Enterprise," lifts the restrictions on post office closings.

The plan gives the USPS more freedom to change with market conditions much like a corporation while still subject to the legislative hand of government. In addition to Post Office closings, those freedoms include plant consolidation, staff reduction through attrition, adjusting prices, and earning a profit.

Irradiation Not Cause Of Symptoms
Capitol Hill mail handling employees had been complaining of headaches, nausea, and rashes after handling mail treated with an irradiation process.

Irradiation is the process by which things are sterilized through the use of ionizing radiation. Most recently irradiation has been used to ensure the safety of some of the US mail at facilities contaminated with the anthrax bacteria. 

OSHA has just concluded a study in which was found no evidence that the irradiation process causes any of the major symptoms reported by Capitol Hill Employees. The study, which included interviews with over 380 employees, found irradiation does leave and slight odor and dries paper possibly causing dry skin for handlers.
