USPS: No Rate Increase Until 2004
At the Fall 2002 National Postal Forum in Boston, Postmaster General John Potter promised attendees the USPS will not raise rates again "until well into 2004." Potter sites increased mail volume and costs reductions as the reason for the service's improved financial state.

This is the first year of a five-year USPS commitment to reduce costs by $5 billion.

Transformation Plan To Save $5 Billion
So far, as a part of its 5-year transformation plan, the USPS has reduced costs by nearly $3 billion. The  transformation plan, which allows the USPS to become a commercial government agency, paved the way for many cost cutting solutions that were not legal under previous postal legislation.

By 2006 the USPS hopes to have reduced costs by $5 billion while continuing to improve service during its transformation.
