USPS Testing New Forwarding Process
Testing continues in central Florida for the new automated mail forwarding system. The Postal Automated Redirection System (PARS) is comprised of new address recognition technology and enhanced equipment and will be able to identify and redirect undeliverable mail earlier in the mail sorting process.

This initial test is due to complete in November. Early next year an expanded test of the system will take place in Florida, Virginia and Massachusetts.

Non-Profits Get Some Fundraising Slack
The USPS has changed a rule created in the 1970's that placed limitations on how non-profit organizations could use their non-profit mailing status for fundraising.

Since professional fundraising companies are for-profit, they do not qualify for non-profit postage rates. And the old rule prohibited companies from mailing on behalf of a non-profit organization. The modification to the rule will allow non-profits to contract out fundraising mailings to for-profit companies and still reap the benefits of non-profit status.

The USPS does require an accounting of the funds raised by for-profit fundraisers and how the money is distributed.
