Flat-Sorting Could Save Billions
The Flat-Sequencing System, one of two sorting programs in development, is part of the USPS's "delivery vision" plan. Research and development continues on the two programs which the USPS believes could save nearly $2.8 billion in costs each year.

"Delivery vision" is a long-term plan to sort both flats and letters together into delivery point "packages." These packages will afford letter carriers more time servicing customers and less time in the office preparing the mail for their routes.

The Flat Sequencing System could be operational as early as 2006 and the second program, Delivery Point Packager, would follow in 2007.

Retirement Fund Legislation Is Key
A recent financial review revealed the USPS retirement fund is in far better condition than previously thought. The outlook is so good in fact that Postmaster General Potter is hoping to stave off another rate increase until 2006. 

Changes to the retirement fund require new legislation and the USPS is hoping to push it through Congress during its next lame-duck session. Potter expects to have the support of the Bush Administration as well as the Treasury Department, the Office of Personnel Management, and the Office of Management and Budget.
